Key here is they wont legislate for it. I know a lot of it is done at EU->council level but Britain is a horribly polluted country compared to Australia and yet recycling is seen by many as something that should be optional on what amounts to little more than ideological grounds. Tory grassroots are reluctant Cameron supporters as seem to assume once they get power will revert to type. That or they just couldn't ever bring themselves to vote anything but Conservative.
